Emigration to South Africa from Kwang Tung."

Memorandum with reference to Transhipment

at Hongkong.

1.

Transhipment at Hongkong.

Emigration Office at Canton: Depôt at Hongkong. The

Chinese inspector or his delegate to be free to inspect the Depôt

from time to time.

2.

All labourers emigrating to South Africa to be register- -ed and medically inspected in the Emigration Office. Bach man after registration and medical inspection to be given a numbered pass bearing his thumb-mark. This pass to be in duplicate and countersigned by the Chinese Inspector and the Eritish Consular Officer or their delegates: one copy to be retained in the Emig -tion Office and one in the Hongkong Depôt. No labourer to be shipped out of the Emigration Depôt without such a pass.

3.

The Chinese Inspector to be notified of the date of

departure of the Emigrant Ship from Hongkong in order that he may proceed in person on board and make final inspection of the

emigrants.

4.

In addition to the 13 fee on each emigrant a sum equal

to the tonnage dues prescribed by Treaty to be paid to the Chinese Government on each emigrant ship carrying not less than 1,500 labourers from Hongkong to South Africa.

5.

The fee of $3 to be paid on all emigrants already

shipped from Hongkong to South Africa.

N.B.

These were agreed to by Mr. Perry before 1

put them to the Governor of Kwangtung.
